Controlled Substances Program

Definition: Controlled substances are narcotic and non-narcotic drugs under the jurisdiction of the Federal Controlled Substances Act and the California Uniform Controlled Substances Act. BUS-50 applies only to research activities using controlled substances, not the university’s clinical activities such as those performed by a university medical center, veterinary teaching hospital, pharmacy, or clinic. These entities are governed by federal and state accrediting and regulatory agencies and are subject to review and audit by those agencies.

Background: Recently UCOP has directed the UC campuses to develop a controlled substance program (CSP) that follows the revised BUS-50 policy and best practices. The development and implementation of CSP has been assigned to the Environmental Health and Safety Department.

Implementation: The program was officially handed over to the Industrial Hygiene Program in May 2009. Jesse Bickley has been designated as the Project Manager and has operational responsibility for the program. He is currently developing the written program for the campus and will present it to UCSB stakeholders in the near future.
