Hazard Communication Program
INTRODUCTION
UCSB has developed the Hazard Communication Program in order to provide
safe working conditions for all University employees and meet all regulatory
obligations. This Program will provide information about chemical hazards
in order to control or minimize those hazards through mandatory and comprehensive
employee training, distribution and accessibility of Material Safety Data
Sheets (MSDSs), and container labeling.

ADMINISTRATION
The primary responsibility for implementing and assuring compliance with
the Hazard Communication Program is with the individual supervisors. Responsibility
flows upward, and the department head is ultimately responsible for Program
compliance.
The department had been assigned a Hazard Communication Program Coordinator.
Acting on the behalf of the department head, this individual (as named
above) will assist supervisors in achieving compliance, and will be
a resource to supervisors and workers for answering questions and providing
information.
HAZARD RECOGNITION AND INFORMATION GATHERING
A primary focus of the Program is to identify all hazardous substances
used in the workplace as well as those employees potentially exposed to
them.
Each supervisor will be responsible to :
- a.) Identify those work areas and employees which involve the potential
use of or exposure to hazardous substances;
- b.) Identify and inventory all hazardous substances used in each
work area, and post the completed inventory within that area.
- c.) Collect and make MSDSs accessible for all materials used in
the workplace during the work shift to all employees assigned to that
work area;
- d.) Review incoming MSDSs for incompleteness, new or significantly
revised information; obtain MSDSs for all new products prior to use
of that product; provide additional training as necessary.
- e.) Assure implementation of all aspects of this program as detailed
in this document, or as requested by the Departmental Coordinator.
Material Safety Data Sheets are available for all employees to review
at the Safety Corner posted at

If an MSDS is missing or unavailable, the supervisor shall obtain
an MSDS via the Department Coordinator. The department will provide
copies of the MSDS to any employee making such a request at no charge
to the employee.
EMPLOYEE INFORMATION AND TRAINING
All employees using or potentially exposed to hazardous substances as
defined by this program shall be trained. New employees must be trained
prior to their beginning work with the materials. Existing employees must
be trained regarding the introduction of new materials into the workplace
prior to beginning use.
The training shall consist of the following:
- a.) Requirements of the Hazard Communication Regulation (California
Code of Regulations Title 8, General Industry Safety Order 5194).
- b.) Operations within the department involving the use or storage
of hazardous substances.
- c.) Location and availability of the University's written Hazard
Communication Program.
- d.) Physical and health effects of the hazardous substances to which
employees may be exposed.
- e.) Methods and techniques (e.g., instrumentation) used to determine
the presence of hazardous substances.
- f.) Protective measures to be implemented (e.g., work practices,
personal protective equipment).
- g.) Emergency and first aid procedures.
- h.) How to read and evaluate an MSDS or labels to properly understand
appropriate hazard information.
CONTAINER LABELING
There shall be no unlabeled containers of chemical substances allowed
in the workplace. All containers must be labeled minimally with the following:
- a.) Contents;
- b.) Appropriate hazard warnings (contact your Coordinator and/or
Environmental Health & Safety for precise information);
- c.) The name and address of the manufacturer.
INVENTORY
Each work area shall maintain a complete and up-to-date inventory of all
hazardous substances used or stored in the workplace. The area supervisor
is responsible for assuring completion of this task. The completed inventory
with the corresponding MSDSs shall be posted in the work area at the appropriate
Safety Corner(s).
NON-ROUTINE TASKS
Occasionally, employees may be required to perform non-routine tasks which
involve the use of or exposure to hazardous substances. Such tasks require
training of the employee regarding potential hazards of these materials
that is no less complete than that provided for routine work
PIPING
The Hazard Communication Program requires that any unlabeled pipes containing
hazardous substances shall necessitate obtaining information from a designated
person regarding the hazardous substance within the pipe, potential hazards,
and appropriate safety precautions. UCSB, however, requires that any such
pipes identified within a work area
shall be labeled as to its
contents.
CONTRACTORS
Outside contractors are covered by the Hazard Communication Regulation.
They must be informed as to any potential chemical hazards that their
workers may be exposed to in the workplace.
It shall be the responsibility of the party letting the contract to
coordinate with the various parties having knowledge of such hazards
to inform (or see that they are informed) the contractor.
Contractors shall provide MSDSs to a University representative for
all products which are to be used within University workplaces during
construction projects. Supervisors shall assure completion of this task.
